́Ammunition, and with Article 3 of the

regulations attached to the Reviced China

The Japanese

Government, therefore, apear to require e

'kuckao' issued by the Chinese Centrel

Government before granting a licence for

the export of arms to China. I should be

glad to learn whether a reply in this sense

was returned to the French Government's

enquiry, and, if so, whether M. Cambon's

remark that it was unsatisfactory indicated

a desire on the part of the French Government

that further steps should be taken in this

connexion. On this point I would observe

that since Japan's share of the China aros

market is stated to have amounted to but .51

of the total in 1933, Japanese arme

manufacturers would not appear to have

benefited
